Preserving the foundation of innovation: Call to strengthen early-stage collaborative R&I in FP10

 As discussions around the next EU Framework Programme for Research and Innovation (FP10) intensify, the Young European Research Universities Network – YERUN – has joined a group of leading European research and innovation organisations in co-signing a joint statement calling on European policymakers to preserve and reinforce the vital role of early-stage collaborative research and innovation. 

The statement highlights the strategic importance of research activities focused on low- to mid-Technology and Societal Readiness Levels (TRLs/SRLs), which lay the groundwork for breakthrough innovation, the development of enabling technologies, and resilient cross-sectoral ecosystems. These early collaborative efforts, often taking place before market competition, are irreplaceable in fostering curiosity-driven exploration and long-term competitiveness. 

“If Europe wants to lead in research and innovation tomorrow, it must invest in the essential groundwork today. Early-stage collaborative R&I is not optional, it is essential for creating the ideas, talent, and partnerships that fuel long-term innovation.” Dag Rune Olsen, YERUN President and Rector of UiT – The Arctic University of Norway 

The signatories stress that FP10 must be the key vehicle to support this type of research at the European level. Unlike national or regional schemes, the Framework Programme uniquely enables transnational, interdisciplinary, and cross-sector collaboration. This support is essential to maintain Europe’s global leadership in knowledge generation and innovation. 

The joint statement also underscores the need to ensure that FP10 and the forthcoming European Competitiveness Fund (ECF) are complementary. While the ECF may support later-stage, market-oriented innovation, FP10 must remain focused on open, flexible, and excellent early-stage research, where high-risk and high-reward ideas can thrive. 

Furthermore, the statement calls for concrete improvements in the design of FP10 compared to Horizon Europe. In particular, it advocates for a simplified and researcher-friendly structure, with more balanced support across TRLs, fewer administrative burdens, and greater inclusion of diverse and emerging research actors. These changes are necessary to maximise participation and enhance the programme’s impact.
