A stronger Erasmus+ for a more competitive Europe: YERUN supports joint amendments to the Commission proposal (2028–2034)

To contribute to the negotiations on the next Erasmus+ programme (2028–2034), YERUN has worked with a broad coalition of European higher education and mobility stakeholders to develop a set of joint amendments to the European Commission’s proposal for the next Erasmus+ Regulation.

For YERUN and its member universities, Erasmus+ is a core instrument for strengthening learning mobility and transnational cooperation. It supports skills development, inclusion, institutional resilience and Europe’s long-term competitiveness. The joint amendments aim to ensure the next programme remains ambitious, coherent and workable for learners, institutions and implementing bodies across Europe.

Why these amendments matter for YERUN members

Erasmus+ is a programme that universities deliver on the ground. Its design choices directly affect whether institutions can plan mobility and cooperation actions predictably, sustain quality, and widen access for students and staff from all backgrounds.

YERUN’s engagement in this joint package provides a practical platform for member universities to support outreach towards the European Parliament and the Council as co-legislators, and to reinforce engagement with national authorities and other stakeholders.

Key YERUN messages reflected in the joint amendments

1) Protect Erasmus+ core mission and quality

The amendments reaffirm learning mobility and transnational institutional cooperation as Erasmus+ core mission, keeping opportunities open across all study fields. Wider EU objectives such as competitiveness, cohesion and resilience should be delivered through these proven mechanisms, without diluting the programme’s focus.

2) Secure an ambitious budget and planning certainty

The amendments call for a minimum Erasmus+ financial envelope of at least EUR 60 billion and for indicative sectoral allocations to strengthen predictability and long-term planning. This supports quality delivery, sustained demand and inclusive participation across Europe.

3) Improve governance and coherence of implementation

The amendments propose reintroducing a committee procedure to improve transparency and consistent implementation across national contexts. This enables structured input into implementation, including sector-specific discussions and the use of external expertise where appropriate.

4) Strengthen strategic impact while safeguarding mobility

The amendments aim to ensure new policy priorities reinforce Erasmus+ rather than crowd out its core actions. This includes careful design of scholarships in strategic educational fields so they add value without diverting resources from mobility, stronger synergies with other EU instruments, a reinforced international dimension (including a proposed additional EUR 6 billion contribution from Global Europe), and more systematic crisis resilience and support for learners at risk.
